This lecture will provide an overview of how the EU has developed its energy policy over time, and seeks to discuss the potential remaining policy gaps to achieving decarbonisation in the energy sector by 2050. This particular session will touch on issues such as subsidiarity and EU competence -- just how much of energy policy can be or should be decided at EU-level in the face of the decarbonisation challenge? The speakers will assess any progress that may have been made so far on reaching decarbonisation goals, as well as identify the strides that still need to be taken on this road to decarbonisation. - Tom Howes, European Commission, DG Energy - Severin Fischer, SWP, German Institute for International and Security Affairs - Sebastian Oberthür, Institute for European Studies (Chair)
